In her role at the International Rescue Committee (IRC) in the Child & Youth Protection and Development (CYPD) Technical Unit, Lili provides intensified support to IRC’s Youth & Livelihoods programs in Africa, Asia and the Middle East. IRC’s Youth & Livelihoods programs support young people impacted by conflict with employability and entrepreneurship skills and strategies for safe and productive livelihoods, as well as working with communities to meaningfully engage and involve youth through enhanced opportunities for participation, providing leadership development and engaging youth as active agents of change.

Prior to joining IRC in 2006, Ms. Stern accumulated considerable experience in labor issues while working with the Department of Labor (DOL) in various capacities for almost 10 years. First, when she worked as a DOL Employment Specialist in the Welfare-to-Work program for resettled refugees and single mothers and later, as a Senior Labor Market Analyst under various US Bureau of Labor Statistics programs in Atlanta, Georgia. Ms. Stern has also developed expertise on child labor and youth employment issues through her work with DOL as an International Relations Analyst providing technical oversight and assistance to DOL grantees in the Middle East, North Africa, Europe and Asia, working on policy development, engaging in research and evaluation of programs designed to prevent child labor through education and skills training and implementing International Child Labor Education Initiatives. Ms. Stern holds degrees in International Studies and Sociology.

What are your main skills/expertise?

My skills and abilities are mainly situated in the nexus of youth, livelihoods, and conflict, particularly in the areas of research, analysis, and policy pertaining to at-risk and conflict-affected populations, including refugees, IDPs, adolescents and youth (with a particular focus on girls and young women).
